Note from Dr. Rosini

Frontier Horizon has been a huge blessing to our family and so many others who have experienced the joy of hosting children.  Not only did they connect us with Katya, but they also have been a support to us throughout this journey.  We have had many conversations with both Vinny Rosini and Maggie Scobie about the adoption process, Katya's life in Odessa, adoption issues, and how to stay connected with Tamara.  Because so many of you have followed the Vander Maten case in FL and have voiced concern for the girls as well as the future of Frontier Horizon, I am posting a note from Vinny as posted on the FH website  that will give you an update as well as let you know how you can support FH, if you feel led.

Note from Dr. Rosini:

Frontier Horizon is pleased to announce that the three girls who came on the summer hosting trip and were not returned at the time they were supposed to be returned, are now safely back in Ukraine. All 3 were brought to the Ukrainian Deputy Minister on Monday, September 14 to confirm their return. I spoke personally to officials at the US Embassy in Kiev as well to update them on last week’s events. All officials connected to this situation are now aware that it is resolved and the girls are back with their legal guardian. We reiterated to all authorities that should a similar situation occur again in the future, we will once again follow the law quickly and absolutely.

While the situation was unfortunate and caused a great deal of stress for many people, I am relieved that it was resolved quickly. We have facilitated hosting for nine years and this is the first such situation we have encountered. We hope that the quick resolution helps to demonstrate to the Ukrainian and American authorities that these programs, though not perfect, are vital and safe. We hope that this situation will not result in any long-term negative effects on hosting programs, but will serve to reassure authorities that the laws that govern hosting programs, and the reliable organizations that coordinate hosting programs, are strong enough to ensure compliance.

Unfortunately, this situation provided an opportunity for some to express extremely inaccurate claims against Frontier Horizon. In response to these claims, I would like to state first that Frontier Horizon has all families sign an agreement that they will return the children at the end of the program and second our organization is audited every year. We thank all of our supporters from across the country, and in Ukraine, for standing by us and speaking to our dedication when these accusations were made.

I have told the family in Florida that regardless of our differences I would be happy to see them adopt the 3 girls legally.

I am always available by cell or e-mail if anyone has questions about any of Frontier’s Horizon’s financial statements, a breakdown of our hosting fee, the agreement host families sign or any other programs. We are proud of our history, of the hundreds of children who have experienced the love of a family through hosting because of our efforts, and of the advocacy and humanitarian aid we have provided over the years for orphaned children.

One last point. In order to handle this unfortunate situation as quickly as possible Frontier Horizon incurred a great deal of debt. The legal fees and transportation expenses going to and from Florida to resolve this situation, and the cost of the children’s travel back to Ukraine (which Frontier Horizon paid) was a huge hit to our budget.
